Recently, the Shanxi Provincial Energy Administration issued a notice on the "2026 Large-Scale Wind-Solar Base Implementation Plan." The focus is on planning a number of provincial-level large-scale wind-solar bases in resource-rich areas.
Adhering to the principles of "systematic planning, province-wide coverage, intensive efficiency," and coordinating various available land resources in conjunction with grid planning, the plan aims to construct a number of provincial-level large-scale wind-solar bases featuring advanced technology, high safety and reliability, and significant economic benefits, with a total scale of approximately 15GW. These projects will simultaneously implement wind-solar construction and ecological governance, accelerating the establishment of a robust new energy system and injecting strong momentum into the province's energy transition.
Enhance new energy power substitution. Encourage integrated wind and PV development. Based on factors such as wind-solar resources and terrain conditions, scientifically promote coordinated development of wind and PV power to maximize the utilization of land space resources, leverage the complementary characteristics of wind and PV, and improve the reliable substitution level of integrated wind-PV power. Priority support will be given to new grid-friendly wind-solar power plants, promoting integrated design and construction of wind and PV facilities with flexible and reliable energy storage equipment, and improving the integrated dispatch level of wind-solar and co-located energy storage within the station.
